Dust or whatever should be able to go right through them. And as you said, bleach is harmful to you, and it can also be harmful to your LEGO if not used properly. What you need is pressure, not soaking. If the dust you are dealing with is in fact as huge as you make it sound like, first I would use air-pressure to get rid of most of the dust before washing everything. Most car-vacuums come with an option of either sucking or blowing air, so use the blow feature.
If possible, do this outside and make sure you wear a mask or bandana over your nose and mouth. Once the majority of the dust is gone, dump the LEGO in a tub and use a hose or shower-head to knock off the rest. Thanks in advance!! Alyssa, washing the lot you got in soapy water should work. You can just swoosh them around in the bathtub, or run them through the washing-machine. It is always a good idea to wash used lots. You never know what they have gone through. It is designed to keep all blocks from leaving the bag, it also has a nano mesh that scrubs it clean in the washing machine. Just remove any electronic pieces 1st. I found that it really cleans old grimy blocks really well.

Stickers are not waterproof, so if the piece is really dirty, you either have to work around the sticker, or just take off the old sticker, and buy a replacement on BrickLink. LEGO clearly says do not use a dishwasher or washing machine.
Ryan, you can safely wash LEGO in the dishwasher or washing machine, as long as you know what you are doing and follow some basic steps. It is perfectly safe. You can even buy mesh-bags specifically meant for LEGO that you can use in the washer or dishwasher.
What do you suggest for cleaning the tables if they are sticky or have spills on them. Most tables have cardboard or similar backing underneath the plastic Lego table top. I think you may be washing too many pats together.

Now sit back and wait for your kid's Lego toys to become as clean as new! After you've taken them out of the dishwasher, let them dry on a large towel shaking them every now and then before returning them to your toddler room.
Also, any parts made of rubber will be better off without the dishwasher rubber tires on Lego trucks and the like.. It may be common sense, but let's better be safe than sorry.
